Being as UK is a State University, and the State of Kentucky is a Commonwealth,
UK must must be given permission to go into debt. UK can not issue any bonding without the Legislature approving it. Regardless the fact that UK's Sports revenues are clearly self supportive, any bonding that needs to be issued in order to rebuild Rupp, or Commonwealth must be approved by a band of idiots in Frankfort.
These idiots have been very clear in there thinking process.....which is, spend the money on academics.
In 2000, to help finance the "Top 20" plan, the university launched "The Campaign for the University of Kentucky", a $600 million fundraising effort that was used to "enhance facilities, academic programs, public service, and scholarships."It passed that goal and the effort was raised to $1 billion. In March 2007, $1.022 billion was raised, months before the fundraising effort was set to end.
According to the Statewide Facilities Condition Assessment Report released on April 4, 2007, the University needs $12.5 billion to complete the 1997 mandate to become a "Top 20" institution.[44]
The University of Kentucky currently has an endowment of $831.8 million, as of 2007. Prior endowments were $538.4 million in 2005 and $195.1 million in 1997, the rapid increases partially attributed to the "Top 20" Plan. Currently, the William T. Young Library book endowment is the largest among public universities in the United States.

Papa Johns Stadium was funded 46% by the State. UK's Prsident has stated publicly he will not allow tax dollars to be used for sports facilities because it takes monies away from the State Budget which could be used for other priorities, like education: Capiluto stated,
"As I said to the mayor, my focus is the core of our campus and that has to be our priority, and we can't be involved in something that competes for what we see as our priority: educating the next generation of Kentuckians,"
A refreshing point of view wouldn't you agree?
But I do feel ya dawg, the Rural Road Act does piss me off too!
Yum was funded in large part by Bonds that were issued by permission of Louisville Metro Council (which is why it's downtown)...now I understand UofL is only a tenant in the facility.....but that's how this stuff gets built. In Louisville it's fuzzy math, Mayor for life Jerry, and a whole bunch of taxpayer money.
But you guys do have nice facilities.

This Commonwealth is currently a Welefare State taking out almost twice as much as it sends into Federal Taxes. And don't get me started on The 'Villes Tax Payers sending off 40% of it's own hard earned revenues to keep the HillJacks fed,clothed and sheltered into Frankfort to be passed out like Hillbilly Heroin at a keg party to the graet unwashed who refuse to get up and go to work....

Hey guy I agree with you 100% as I live in Louisville myself. But I think were having 2 different discussions.
UK has to ask permission from the Rubes in Frankfort to bond Stadium expansions.....even if they aint using taxpayer dollars. In today's economic climate, it makes it tough.
So I agree, UofL does have better facilities. I just know the funding road for the 2 schools is very different from a philosophical point of view as well as pragmatic point of view.

Lexington is clearly much smaller and is in a different size class, yet convinces itself it is as an equal in some ways (if not superior, especially with the UK presence) and the state DOES treats it as such. In fact, Lexington can sometimes been seen as a more authentically Kentucky city with its horse farms and whatnot, while Louisville is seen with suspicion by the Rubes in Frankfort.
This puts Louisville in a very tough spot. All major cities are likely net tax exporters to their state, but Louisville sends a truly staggering amount to Frankfort that it never gets back. I think it’s something like $700 million per year out of Jefferson County. The state’s priorities are generally in the rural areas. While I would call the state legislature hostile to Louisville , it isn’t really focused on pro-urban policy.
Louisville has to plan on having to go it alone with its own resources in a lot of areas and not count on too much help from others,while Lexington is the favorite son of the Legislature.
So WHY can't Louisville ever get it's money back????
I for one advocate allowing the other 119 couties to sink or swim ON THEIR OWN.
